I do not recommend planting roses this month because, in general, fresh bare-root roses and good potted roses are not commercially available in April.

Remove all short twiggy growth as it forms.
Disbud: Remove side buds on hybrid teas, center buds on floribundas.

Spray Funginex weekly. Midmonth, apply Orthene to buds showing color and blooms. For mites, use Water Wand® with Jet Spray™ head, or Orthenex Formula III or Isotox Formula IV.

Apply 1.5" twice a week (through June)

Each week, apply 1 Tbs. of sulfate of ammonia to each plant.
